The Double Jacket of Juvenile Justice

U.S Department of Justice Office of Inspector General Audit findings report on Education Development Center, Inc. concluding there was more than $111,000 in questionable costs and deficiencies with cost control mechanisms.  Note, the report is redacted as all child welfare matters are provided multiple degrees of immunity.

No ever discusses, or rather selectively chooses to omit juvenile justice from the discussions of child welfare.  Juvenile justice is under the unbrellaed authority of child welfare and the revenue-maximization schemes of fraud, waste and abuse are the same found in Title IV programs, SCHIP, Targeted Case Management, Court Improvement federally funded programs.

The programs are symbiotic for fraud.

One area is called "double-jackets".  This is when a child is billed under foster care and juvenile justice at the same time.  Would you disengage in fraud if you knew you would never be caught?
